Fiscal Assistance, Inc. is a 501(c)(3) private not-for-profit corporation founded in 2000 by our Executive Director, Carol Richards. She joined the Dane County, Wisconsin Pilot self-direction program for persons with Intellectual Disabilities in 1999. She designed and oversaw fiscal policies related to this program from 1999 to present, developing Fiscal Conduit and Fiscal Agent programs as well as Organizational Representative Payee programs.
Before the Family Care/IRIS transition in 2018, FA served 1,100 Fiscal Conduit clients, 600 adults with physical disabilities (or limitations) and children on the CLTS Waiver using Fiscal Agent services as well as serving 900 representative payee clients. FA has served Family Care and Partnership MCOs in all three capacities since 2008.

The Fiscal Assistance mission is “to integrate fiscal tools with community living resources to empower people of all ages across all type of disabilities to reach their potential.” The Wisconsin Self-Determination Guiding Principles are part of our organizational philosophy and is thoroughly referenced in our employee handbook.
What We Do
Fiscal Assistance offers Representative Payee Services as well as Employer Agent Services to individuals with long term care needs or disabilities.
Meet Our Team
FA staff have an average of over 14 years of experience in the field of human services. Eight of our staff have worked as case managers/support brokers “on the other side” of our services so we bring a deep breadth of knowledge to the whole enrollment/onboarding process as well as continuing support throughout the process.
